The Frenzied Flame can only be found toward the end of the game when you’ve made your way to Leyndell, the Royal Capital. Discovering the Subterranean Shunning Grounds, a sewer beneath the capital will be your next step.

Visitors must first reach the Lower Capital Church Site of Grace to reach the area covered by the enormous dragon wings. When you get there, look for a well; if you jump into it, you’ll be in the underground shunning grounds. Finding the Frenzied Flame requires descending to the Shunning Grounds’ lowest point. It’s not easy to figure out your way around here, but you’ll have to make your way via the sewers to a little elevator.
